Anita Rose, PMP, PSM, PSPO

Mrs. Anita Rose, a computer science graduate of Penn State University, is founder and CEO of ATIBA Technology Solutions as well as a principal consultant. She brings over twenty years of senior business and technology experience with domestic and international companies to ATIBA’s clients. She was previously employed by Computron Software, Cap Gemini America and UnitedHealth Group/Optum, and has provided services and solutions to clients in a variety of industry sectors including banking, consulting, financial services, healthcare, manufacturing, oil & gas, publishing, and transportation.

Mrs. Rose’s information technology experience covers a broad spectrum of skills, including business transformation planning, management consulting, quality consulting, the planning and management of the technology infrastructures to support large scale enterprise resource planning (ERP) implementations, conversions, migrations and upgrades.

Her applications experience includes financial systems, customer relationship management systems, document management, workflow automation and archiving systems. She has managed custom application development initiatives in client server and Web 2.0/SOA environments and is experienced with the full software development life cycle (SDLC). Her background includes information security, strategy development, quality frameworks, change management, systems integration, process improvement, risk management and compliance.

Additionally, Mrs. Rose has substantial experience with regulatory compliance, including HIPAA, SEC 17a-3, 17-a4, records compliance, PCI, Red Flags Rule, SOX, Patriot Act, Bank Secrecy Act and Anti Money Laundering.

Mrs. Rose has significant global experience and has successfully delivered projects in many overseas locations, including Canada, Egypt, Germany, Hong Kong, Indonesia, Japan, Mexico, and Singapore.

In addition to her degree in Computer Science from Penn State University, she has diplomas from Somerset County Technical Institute in Business Management and in Marketing and Retailing, is a certified Siebel Business Analyst, is a CMMI Practitioner and is a certified Scrum Master and Scrum Product Owner.

Program Management Office (PMO)

  • Proficient in the establishment and management of PMOs for both government and commercial clients; experienced with PMBOK, ISO 9001, Prince2, and Six Sigma.

Program & Project Management

  • Extensive experience in project management methodologies that include Agile and Waterfall; hands-on project manager for large, global, enterprise system integration implementations. Manages all aspects of projects according to PMBOK guidelines, including triple constraints of scope, schedule, and cost management.

  • Managed redevelopment of billing interface to PeopleSoft GL, successfully decreased processing time of billing interface by more than 500%, and established security procedures to ensure privacy of confidential data.
  • Directly responsible for implementing quality initiatives within the Equity and Derivatives group; oversaw project status meetings, assisted project managers in negotiating and managing scope changes, established new control templates and metrics to gauge project success as related to adherence to CMMI guidelines.

  • Implemented enterprise Fixed Assets system that successfully consolidated corporate assets for five acquired healthcare companies into one integrated solution. Business Transformation – Technology Strategy & Plans

  • Developed strategic business and IT plans for global and domestic organizations, including plans for regionalization of global requirements to support enterprise resource planning systems. Worked closely with key functional executives and C-level managements to ensure that IT strategies supported business strategies and goals.
  • Worked with the CEO of a premier compliance solutions company to redevelop the business strategy and ensure the alignment of the technology strategy to meet corporate goals. Assessed organizational assets and redefined organizational structure to re-align with the new corporate vision.
  • Implemented global technology strategy for deployment of enterprise financial systems with integration to custom trading system for large international bank.
  • Developed IT roadmap and implemented automation and key process improvements for mid-sized insurance company that enabled them to streamline the organization, realize approximately $500,000 in savings, and sustain business operations in the wake of liabilities resulting from a hurricane that incapacitated many other insurance companies underwriting policies in the south.
  • Implemented IT financial system strategy and roadmap for healthcare company that supports 1,400 clients, 900,000 providers and processes over 110,000 million claims annually to put in place required systems and structure to adequately support financial operations, billing for over 2 million claims per month, IT quality frameworks, business continuity and disaster recovery plans.

Managing People and Organizations

  • Developed and implemented business strategy for new line of business for global consulting company; initiated negotiations for $1M outsourcing agreement revenue stream.
  • Created new consulting practice, developed implementation methodology and managed team of professional services consultants; responsible for $5M budget.
  • Managed International Client Support team at an ERP software company with a product base that included multi-company, multi-currency financial applications, document management, workflow automation and data archiving solutions.

Managing Change – People, Process and Technology

  • Worked with senior executives to manage organizational, cultural and operational change specific to the implementation of a document management workflow automation solution for a commercial insurance company. Offered early retirement packages to prevent layoffs resulting from process efficiencies.
  • Designed and implemented new workflow system and business processes and re-trained administrative, technology, and underwriting staff to utilize new technology to effectively process all customer service, policy and claims transactions.
  • Consolidated domestic port operations for international container shipping company. Implemented document management workflow automation solution that centralized processing of bill of lading information originating at all US ports. Increased process volumes and realized operational efficiencies estimated over $1Million.
  • Conducted re-engineering study of accounts payable and procurement processes that resulted in elimination of redundant tasks, decreased cycle time by 25%, increased efficiencies, reduced system down time and resulted in annual cost savings of approximately $500,000.

Mergers & Acquisitions (M&A)

  • Experienced with managing teams responsible for assessing IT environments and applications, developing asset inventories, mapping consolidated business requirements to application functionality, identifying gaps, and providing input on best-of-breed solutions that should be retained.
  • Program manager responsible for all integration efforts related to the accounting and finance portfolio for a premier US Healthcare company. Successfully integrated five acquired companies to parent organization and laid framework for ongoing integrations.
  • Merged financial solutions supporting billing clients for claims repriced through primary, affiliated, extender and wrap networks as well as tracking and assessing liabilities owed to 3rd party networks. Billing methods included Capitated (PEPM, PMPM), % Savings, Flat, Tiered, Minimum Allowable, Self-billing. Supported financial processing for Medicare, Medicaid, and Workers Comp/Auto initiatives.
  • Led business transformation to consolidate IT operations for HR, Payroll, benefits, Time & Labor functions for six unique lines of business across the US and Puerto Rico for ADP.
  • Managed consulting team tasked with assessing and providing a comprehensive inventory of twenty-four IT systems and 500+ interfaces being consolidated to achieve corporate wide efficiencies of core business applications.

Enterprise Resource Planning (ERP)

  • Global experience managing the selection and implementation of COTS (commercial off-the-shelf) software packages as well as custom software development initiatives.
  • Managed the global deployment of multi-currency, multi-company financial systems for large banking institution, including the data and financial transaction integration between trading systems and General Ledger, and data migration from legacy applications.
  • Managed transformation, application assessments, vendor selection, implementation and upgrade of ERP & CRM systems.
  • Managed selection of SFA (sales force automation) solution for approximately 500 sales personnel across 17 US locations. Established project office, established vendor selection criteria, developed RFP, managed vendor selection process, assisted in negotiation of enterprise-wide software vendor licenses to cut costs, improve customer service and enhance field service operations.

Business Continuity & Disaster Recovery

  • Developed business continuity plans and disaster recovery plans to support new enterprise applications.
  • Developed plans and procedures to ensure real-time dual processing, disk mirroring to redundant sites, and backups for critical business systems.
  • Developed and implemented process and procedures and upgraded technology infrastructure to establish IT and backup environments for core business system in large healthcare company.
  • Conducted business continuity risk assessments to perform table-top disaster simulation exercises, review and test documented procedures, identify and remediate gaps, and validate that processes were clear and staff capable of reacting appropriately in crisis situations.

Security & Compliance

  • Provided PMO oversight and project management for hosting data center transition. Supported MARS-e 2.0 (Minimum Acceptable Risk for Exchanges) and IRS 1075 compliance and audit activities.
  • Oversaw MARS-e security and compliance initiative for Health Insurance Exchange (HIX); family of controls included Access Control, Awareness and Training, Audit and Accountability, Security Assessment and Authorization, Configuration Management, Contingency Planning, Identification and Authentication, Incident Response, Maintenance, Media Protection, Physical and Environmental Protection, Planning, Personnel Security, Risk Assessment, System and Services Acquisition, System and Information Integrity and Program Management.
  • Validated all requirements related to disaster recovery, backup, cyber security, vulnerability scans and testing completed successfully. Provided supporting documentation for CMS audits and IV&V activities. Managed scope, schedule, issue and risk management; facilitated and negotiated change orders.
  • Collaborated with InfoSec team to develop Deliverable Expectation Documents (DED’s) for system security assessments, audits and CMS annual security and privacy attestation procedures to ensure contract and MARS-e regulatory compliance, testing minimum of one third of MARS-e security controls annually (274 controls total), testing privacy controls, reviewing and updating ACA system security and privacy documentation.
  • Conducted SOX 404 & 302 readiness assessments across numerous business lines. Developed SOX design assessment templates to standardize data gathering efforts of IT controls. Managed design assessments, remediation efforts, testing and validation of CoBIT control objectives related to IT activities and tasks. Identified and recommended solutions to remediate non-compliant SOX controls based on CoBIT guidelines.
  • Drove development of Digital Information Lifecycle Management design and development to support new line of business for a leading provider of hosted content management and workflow automation solutions. Vendor provides risk-based information management solutions that help customers comply with a wide range of regulations that include HIPAA, Sarbanes-Oxley Section 404, FRCP #26 for e-Discovery, NASD 3110, SEC 17a-3 and 17a-4.
  • Developed framework for information lifecycle management including rules for creation and capturre of records and metadata, guidelines for transferring records, record inventorying, retention schedules, maintenance and disposition procedures and activities, and program guidance on record status of working documents.
  • Developed design spec for records retention system development in support of varied regulatory and legal compliance requirements. Established guidelines and templates for professional services consultants to utilize when assisting clients in defining records inventory, document types, roles for access, and classification schemas for arranging, storing, retrieving, and disposing of records.
  • Extensive experience assessing user roles and responsibilities and implementing user security on an as-needed-only basis to ensure segregation of duties, data privacy and application security. Familiar with compliance and audit guidelines and experienced in the implementation of role-based user security at the application, function, screen and data element levels.
